Sort and filter options for Smart Lists view

Add options to sort and filter the view of Smart Lists. Currently there is no way to sort or filter them: there is an inactive filter button and no sort option at all.

All of the smart lists are listed in the order they were created, sorted newest to oldest, so seeing the first couple of smart lists created requires scrolling through 16 (thus far) lists to get to the bottom. Requested sort orders: oldest > newest, newest > oldest, A-Z, Z-A, manual, plus filter options.
